REGULATING CHILD SAFE ORGANISATIONS – SUBMISSION IN RESPONSE TO DISCUSSION PAPER

On 29th March 2019, the three homelessness peaks (Domestic Violence NSW, Yfoundations and Homelessness NSW) made a submission to the Office of the Children’s Guardian responding to its Regulating Child Safe Organisations discussion paper and proposed child safe standards.  You can find this submission below.

The submission noted that multiple regulatory schemes, imposing child protection safeguards, already apply to non-government-organisations that have contact with children in NSW.  It argued that these existing regulatory schemes need to be mapped and streamlined to minimise unnecessary duplication, eliminate conflicting obligations, determine which regulatory scheme is most appropriate to each sector and ensure adequate child protection safeguards are in place across all sectors. Our submission raised that the child protection safeguards that apply to the Homelessness Youth Assistance Program (HYAP) are currently inadequate and that the proposed child safe standards will not effectively fill the regulatory gaps in this area. It also pointed out that the homelessness and domestic and family violence sectors have their own standards and accreditation requirements and, if the proposed child safe standards are introduced, they should be aligned and integrated with these existing regulatory requirements.
